Start with the business fact

An event says what actually happened: an order completed, a return posted, or a registered behavior occurred. The event should carry your stable source reference so both systems can talk about the same fact.

Let policy decide

A program contains the earn rule, tiers, rewards, limits, pending period, and expiration policy. A campaign may modify an outcome for a bounded audience or time; it does not replace the program.

Keep the evidence

The ledger records balanced movements. The member balance, tier, and webhook outcome are views of recorded decisions, not disconnected totals that people should overwrite.
